- 5. Program description. Through the Federal Telecommunications
- System (FTS) and other communications services, GSA provides, on a
- reimbursable basis, a variety of telecommunications services and
- facilities to help Federal agencies meet both day-to-day and
- emergency requirements. GSA provides telecommunications in
- accordance with the national plan for telecommunications support in
- non-wartime and wartime emergencies.

- 6. Non-wartime emergencies. In the deployment phase of a
- non-wartime emergency, GSA, when requested, provides or arranges
- telecommunications support for agencies, including the Department
- of Defense. Priority is accorded agencies supporting response and
- recovery efforts. Agencies coordinate their emergency
- telecommunications requirements with the Federal Emergency
- Communications Coordinator (FECC) in an emergency or major
- disaster, and with the Federal Emergency Communications Manager
- (FECM), in an extraordinary situation. The FECC or the FECM is
- provided by GSA. The FECC or FECM will coordinate
- telecommunications requirements, when necessary, with the Office of
- the Manager, National Communications System through the National
- Coordinating Center to ensure that emergency needs are met.

- 7. Telecommunications in wartime. Telecommunications support
- provided by GSA to Federal agencies in wartime will be in
- accordance with applicable national plans.

- 8. Agency responsibility. Agencies that have emergency relief
- assignments should coordinate their telecommunications needs with
- GSA in advance to be sure that emergency communications are
- available when needed. GSA will help agencies develop
- telecommunications plans and facilities to support emergency
- programs.
